The government of Uzbekistan has invited seven specialists from Turkey to conduct large-scale reforms in the healthcare sector. All foreigners are experts with extensive international experience and high qualifications, according to the press service of the Ministry of Health of the Central Asian republic.
Uzbekistan is currently undergoing a transformation of its healthcare sphere. President Shavkat Mirziyoyev has set several urgent tasks for officials, the main one being to bring the quality of services provided to the population up to world standards. In this regard, based on a Cabinet of Ministers resolution, the relevant ministry has engaged a group of Turkish experts to implement the reforms.
Each of the seven specialists will be responsible for one of the following areas:
✅ Improving primary health care;
✅ Implementing a health insurance system and digitalization of the sector;
✅ Enhancing the efficiency of medical services in hospitals;
✅ Planning medical services;
✅ Developing the pharmaceutical industry and ensuring drug supply;
✅ Increasing the efficiency of medical equipment use;
✅ Developing emergency and ambulance services.
It is noted that the group leader, Hasan Cagil, participated in the transformation of Turkey's medicine from 2003 to 2013. As a result, in a short period, healthcare in Turkey, which was in decline at the beginning of the 2000s, turned into a developed field. Incidentally, this expert has experience in consulting colleagues in various European and Asian countries. In Uzbekistan, Dr. Cagil is responsible for implementing the health insurance system.
Currently, the foreign experts, along with representatives of the Uzbek Ministry of Health, are traveling across regions, studying the activities of hospitals and polyclinics on the ground. Based on the results of this work, recommendations will be formulated, which will form the basis for short-, medium-, and long-term «road maps» for the phased reform of the healthcare system.
