Kyrgyz President Sadyr Japarov has signed a decree renaming the Ministry of Digital Development to the Ministry of Digital Development and Innovative Technologies. The decree also expands the ministry’s responsibilities, according to the Toktom legal information portal.
The ministry is now tasked with formulating and implementing state policy in several key areas, including:
✅ Digitalization
✅ E-governance
✅ State and municipal online services
✅ Identification systems
✅ Telecommunications and postal services, including radio and television broadcasting
✅ Cybersecurity (within its jurisdiction)
✅ Satellite technologies
✅ Artificial intelligence (AI)
The decree also directs the government to establish Tunduk JSC, a state-owned enterprise with 100% government ownership. The company will take over the functions of several state institutions, including:
🔹 Tunduk Interoperability Platform
🔹 Digital Education Center
🔹 Social Protection Digitalization Center
🔹 E-Health Center
🔹 Adilet Sot E-Justice System
Tunduk JSC will become the exclusive provider of development, modernization, and technical support for the digital infrastructure of government agencies, state enterprises, and public funds.
The decree, issued on March 17, aims to enhance governance efficiency and improve digital transformation strategies in response to rapid technological changes. The ministry is expected to prioritize AI adoption to fully leverage IT potential for the benefit of the Kyrgyz people.
