Kyrgyz President Excludes Saboteurs From Amnesty List

President Sadyr Japarov of Kyrgyzstan has signed a law expanding the list of criminal offenses ineligible for amnesty, according to a statement from the presidential press service.

Under the new measure, Part 1 of Article 7 of the law “On the Fundamentals of Amnesty and the Procedure for Its Application” is amended to include the following offenses:

👉 Financing of terrorist activities (Article 253 of the Criminal Code of Kyrgyzstan)
👉 Public calls for terrorist activities (Article 255)
👉 Financing of organized groups and criminal communities (Article 263)
👉 Illegal trafficking of weapons and ammunition (Article 267)
👉 Sabotage (Article 325)

With these additions, the number of crimes excluded from amnesty has risen to 50. The list already includes aggravated murder, child exploitation for prostitution, hostage-taking, genocide, incitement to war, mercenarism, and more than 40 other serious offenses.

👉 Amnesty is also not granted to those who have previously received amnesty or clemency, have been sentenced to life in prison, committed multiple crimes (including at least one not eligible for amnesty), or have been classified as persistent violators of prison rules. It also excludes those subject to compulsory education or treatment, individuals under security measures, and legal entities facing mandatory corrective action.

ℹ️ In Kyrgyzstan, amnesties are typically declared to mark significant holidays or anniversaries. The most recent was announced in February 2024, in honor of the 30th anniversary of the country's Constitution and the 75th anniversary of the Universal Declaration of Human Rights. It applied to roughly 600 individuals.
