Kyrgyz President Sadyr Japarov has signed a law allowing the circulation of recyclable single-use plastic tableware and polymer film bags. The news was reported by the presidential press service.
Under the new rules, single-use food packaging and PET plastic bottles have been removed from the list of prohibited plastic products. Only types of disposable plastic tableware that cannot be recycled will remain banned. A government-approved list will define which single-use plastic items are permitted for circulation.
The legislation was adopted by parliament on June 17, 2025.
The amendments revise the law “On the Restriction of the Circulation of Polymer Film Bags and Plastic Products in the Kyrgyz Republic.” The changes are aimed at aligning national legislation with the requirements of the Eurasian Economic Union (EAEU) and the Customs Union technical regulation “On Packaging Safety.”
The law will come into force ten days after its official publication.
Kyrgyzstan began restricting the circulation of polymer film bags and single-use plastic items in 2023. In August of that year, the import and use of certain plastic goods were banned in Issyk-Kul Region, as well as in all nature reserves, wildlife sanctuaries, and national parks. Starting January 1, 2024, the production of plastic products and polymer film bags was banned in specially protected natural and biosphere areas. The same restrictions will apply nationwide beginning January 1, 2027.
