On January 28, President of Uzbekistan Shavkat Mirziyoyev carried out a series of personnel changes in the country’s security agencies.
Bahodir Tashmatov has been appointed commander of the National Guard. He previously served as deputy secretary of the Security Council under the president. Tashmatov replaces Rustam Juraev, who had led the National Guard since March 2020.
Juraev, in turn, has been appointed deputy minister of internal affairs and head of the Department of Public Security.
The post of minister for emergency situations has been filled by Azizbek Ikramov, formerly head of the Ferghana regional police department.
Ikramov’s predecessor as emergency situations minister, Botir Kudratkhodjaev, has been appointed first deputy minister of internal affairs and head of the оперативно-розыскной (operational-search) department. Ayubkhon Rakhmatullaev, who previously held that position, has been relieved of his duties; no reason was given.
Rustam Mirzaev has been appointed deputy minister of internal affairs responsible for compliance and internal anti-corruption control. In connection with this, he has been dismissed from his previous post as deputy head of the Communications Department of the Presidential Administration.
Diyorbek Sattorov has been named deputy minister of internal affairs and head of the Department for Spiritual and Educational Work and Personnel Support. He previously led a sector within the Presidential Administration’s Department for Public Security and the Rule of Law. His predecessor, Davron Nazarmukhamedov, has been dismissed without explanation.
The Department for the Execution of Sentences under the Interior Ministry will now be headed by Azizkhon Umarakhonov, formerly the head of Tashkent’s Almazar district. The former head of the department, Rustam Tursunov, has been arrested in connection with a case involving embezzlement within the Interior Ministry, along with former deputy interior minister Bekmurod Abdullaev.
